put in wrong NUC in to handset causing it to be locked to network. With some research online I needed a master code or unfreeze code before re attempting to put in NUC. when I called network provider to explain and get this master code, they had no clue what I was talking about or how to get code.
tried unlock base and got email back within 30 minutes giving me not only NUC but I got the master/unfreeze code aswell. Followed instructions and handset unlocked straight away.
